Army Secretary Daniel Driscoll engaged in talks with a Russian delegation in the United Arab Emirates on Tuesday after meeting with Ukrainian officials in Geneva, Switzerland, over the weekend to hash out a peace plan to end the nearly four-year war in Eastern Europe.

Officials say progress was made in urgent weekend talks on amending the U.S. peace proposal for Ukraine that many saw as favoring Russia. But the Kremlin on Monday said it hadn't seen the changes.
