Marco Rubio is not part of the delegation heading to negotiations in Pakistan. In fact, he has been largely absent from several recent high-level diplomatic efforts, including discussions on Iran, Ukraine and Gaza. That stands out, because traditionally, the secretary of state is the one leading such negotiations, the New York Times reported.
