A panel of three federal judges ruled that a congressional map passed by Texas lawmakers was "racially gerrymandered" and cannot go into effect Tuesday.

The council, which bills itself as the country’s largest Muslim advocacy organization, accused the Texas governor of seeking to capitalize on fueling Islamophobic sentiment.
