Subways and major roadways have announced delays or outright closure as flash flooding sweeps through the tristate area.

New Jersey Gov. Phil Murphy on Thursday declared a state of emergency for all 21 counties ahead of expected coastal and flash flooding and dangerous surf conditions associated with Hurricane Erin.
